सडक दुर्घटना नेपालमा अत्यधिकरूपले बढेको विभिन्न अध्ययनले देखाउछ र सडक दुर्घटना भएको समाचार नआउने दिनै हुदैन् । दुर्घटना विभिन्न कारणले हुने गर्दछ,तर पनि हामी सबै सडक प्रयोगकर्ताहरूले ट्राफिक नियमको पालना गर्नु अति नै जरुरी हुन्छ। जसले गर्दा सडक दुर्घटनामा केही भएपनि न्यूनिकरण हुन्छ । त्यतिले मात्र न्यून हुने पनि होईन,जसको लागि सरकारको दायित्व भने अधिक हुने गर्दछ ।
तर सडक दुर्घटना पश्चात् हुने क्षतिमा हामी कति सम्वेदनशिल छौ भन्ने कुराको हामीले सोच पुर्याउनु अति जरूरी छ । हामी कतिपयले सडक दुर्घटना पश्चात् मानवता विर्सेर रमिते या सामाजिक संजालको रिपोर्टर बनिरहेका हुन्छौ ।हामीले दुर्घटनामा परी घाईते भएकाहरूको उद्दार गर्न छाडेर फोटो खिच्ने र घटनाको विश्लेषण गरेर समय खेर फाली रहेका हुन्छौ । समयमा घाईतेको उद्दार गर्ने तर्फ हाम्रो ध्यान गईरहेको हुदैन । यदि कसैले उद्दार गर्न चाहे पनि उनलाई सहयोग गर्नुको साटो लफडामा फसिन्छ है भन्ने जस्तो अभिव्यक्ति तुरून्त भिडमा दिने गर्दछौ ।जसको कारण कतिपय बच्न सक्ने घाईतेहरूको उद्दार हुन नसकेर मृत्यु भएको हामीले सुनेका,देखेका छौ । सडक दुर्घटना कसले,कसरी गर्यो या यस्तो गर्दा यस्तो घटना हुने थिएन भन्ने भन्दा पनि दुर्घटना पश्चात् हुने क्षतिलाई कसरी कमी गर्न सकिन्छ भन्ने सवाल जटिल हुँदै गएको छ ।तर जटिललाई सहज गर्न सकिन्छ । त्यसको लागि हरेक नागरिकको आ -आफ्नो भूमिका र कर्तव्यबोध हुनु जरूरी छ ।नागरिकको मात्र भूमिकाले क्षतिलाई कमि गर्न असम्भव पनि छ ।जसको लागी सरकारले सडक दुर्घटना पश्चात् हुने क्षतिलाई कम गर्न सधै भौतिक र मानविय रूपले तैयार हुनु जरूरी छ । तर सरकारले अहिले सम्मको सडक दुर्घटनामा देखाएको भूमिकामा पूर्णरूपले तैयार भएको देखिदैन ।जसको कारण समयमा सही ढंगले उद्दार नहुदा धेरै घाईतेहरूलाई बचाउन नसकेको प्रत्यक्ष या समाचारमा देख्न र पढ्न पाएका छौ । सरकारले सही ढंगमा उद्दार गरेन भने हामीले नै तत्काल उद्दार गर्न सक्छौ । दुर्घटना पश्चात् घाईतेलाई तुरून्त प्राथमिक उपचार दिन सके धेरै घाईतेहरूलाई मृत्युबाट बचाउन सकिन्छ । नेपालमा सडक दुर्घटना बाट मृत्यु हुनेको संख्या दिनहु बढी रहेको छ ।सडक दुर्घटना पश्चात् न सरकार, न सवारी संचालक र न चालक सचेत भएको देखिन्छ ।साथै यात्रुहरू पनि सडक दुर्घटनाका समाचार सुनिरहदा पनि जबरजस्ति बसमा चढेका हुन्छन् ।जुन सडक दुर्घटनाको मुख्य कारणहरू मध्येमा पर्दछ ।सिट क्षमता भन्दा बढी यात्रु चढाउने र चढ्ने पनि भागीदार हुन ।साथ साथै सडकको अवस्था र कमसल मोटर पार्टस पनि कारक रहेको हामी पाउछौ ।
तर यदि भनिरहदा के बस संचालक र सरकारले अहिले सम्म सडक दुर्घटनाको बारे केही गरेको छैनन त ? अवश्य पनि गरेका छन् । सरकारले दुर्घटना हुदाको केही हफ्ता चहलपहल गरेको पाईन्छ। तर ठोस निर्णय र कार्यवान्यनयन गरेको पाईदैन । सरकारले निर्देशन दिने बाहेक अरू केही गरेको पनि देखिदैन ।यदि सरकारले जनताको जिउज्यानको ध्यान दिने भए ठोस निर्णय र प्रक्रिया शुरू भईसकेको हुने थियो । अकालमा जनताको ज्यान जादा पनि सरकारले सडक दुर्घटना बारे गहन अध्ययन नगर्नु र सडक सुधार नगर्नु जनता माथिको बेईमानी हो ।
हाल सम्मको नेपालमा भएका सडक दुर्घटनाको सरोकारवाला निकायले ध्यान दिने हो भने पक्कै पनि सडक दुर्घटना न्यून हुँदै जाने थियो तर बढी रहेको छ । सडक दुर्घटनाका प्रतिवेदनहरू पनि तैयार गरेर सरकारले बुझेका छन्,तर सो प्रतिवेदनबाट आएको सुझावको कार्यावनयन पक्षमा न बहस भएको छ,न त सार्वजनिक भएको छ ।कमसे कम पनि ती प्रतिवेदनहरू हुबहु जनता सामु सार्वजनिक भएका भए,पढेर,बुझेर जनता,चालक र बस संचालकहरू सचेत हुने थिए र केही हद सम्म सडक दुर्घटना न्यूनिकरणमा अवश्य पहल हुने थियो ।
सडक दुर्घटना न्यूनिकरण गर्न सबै भन्दा पहिला ठूला सवारी साधन चलाउने चालकहरूलाई पढाउने चालक स्कूल हुनु पर्दछ ।आज सम्म पहाडीभेकमा बस चलाउने चालकहरूले हिल ड्राइभिङ टेस्ट गरेका छैनन र गराउने कुनै निकाय पनि छैन ।जसको कारण पहाडी भेकमा ठुलठुला सडक दुर्घटना हुने गर्दछ । त्यससंगै सडक महत्त्वपूर्ण हो, जुन मापदण्डमा सडक निमार्ण भएको हुन्छ त्यही मापदण्ड अनुसारको सवारीसाधनले चलाउन अनुमति पाउनु पर्दछ । साथसाथै महत्वपूर्ण कुरा सवारीसाधनमा लाग्ने पार्टपुर्जा कमसल प्रयोग गर्नाले पनि दुर्घटना निम्ताई रहेको हुन्छ । सवारी साधन मर्मत गर्ने मेकानिक्सहरूको दक्षतामा पनि बेला बेलामा सवाल उठ्ने गरेको छ । मर्मत गर्ने स्थल या गेरेजमा पर्याप्त आधुनिक औजारहरूको कमी पनि रहेको छ ।
सडक दुर्घटना कम गर्न समग्रमा हामी सबै नागरिकको भूमिका महत्त्वपूर्ण रहेको छ । यदि हामीले आ -आफ्नो ठाउँबाट आफ्नो कर्तव्य निर्वाह गर्न सके सडक दुर्घटना न्यूनिकरण संगै, धेरै नेपालीहरूको जिउज्यान र सम्पति बचाउन सकिन्छ ।
मुलुक संघिय व्यवस्था पश्चात चार तहको सरकार संचालनमा आए पछि गाउँ गाउँमा सडक निमार्ण जुन तिब्रगतिमा भईरहेको छ,त्यसको मापदण्ड र निगरानीमा कसैको ध्यान गईरहेको छैन ।जसको कारण भविष्यमा अझ डरलाग्दो सडक दुर्घटना र भुस्खलन हुने सम्भावना बढेर गएको छ ।त्यसैले तिनै तहको सरकार,सडक विभाग अनि यातायात व्यवस्था विभाग समयमा सचेत रहनु जरूरी छ । सडक निमार्णमा पुर्याउनु पर्नुे ध्यान सबै पक्षले समयमा पुर्याएमा मानविय र भौतिक क्षतिमा धेरै कमी गर्न सकिन्छ । सडक दुर्घटना हुने विभिन्न कारणहरू छन् । दुर्घटना न्यूनिकरण गर्न सहि र सजिलो तरिका सडक प्रयोगकर्ता सबैले ट्राफिक नियम पालना गर्नु नै उत्तम उपाय हो । अन्तमा हामी सबैले सडक दुर्घटना न्यूनिकरणमा आ - आफ्नो भूमिका निर्वाह गरौ ।
